 I can't seem to figure out how to find the DESTINATIONS cartridge for use inside Cricut Design Studio. Anybody know WHY?

Just in case you haven't found it yet ... scroll down the list in the Cartridge library, a little past mid way ... it's between Designer's Calendar and Dinosaur Tracks.
