I made this banner with the cricut markers.  This was for my niece's birthday. The pennants are made with the gypsy using a triangle and welded circles. The scallops are from MS Elegant Cake cart and the lettering is Lyrical Letters. I used a heart hole punch to punch the holes on the top to thread the tulle through.
