I am wanting to make a happy birthday banner for my little cousin's birthday but I am totally lost on what size to cut the pennants. Any help would be much appreciated.

I usually cut mine about 8 inches. Sometimes 6 inches.
For the 8 inches ones I cut the letters out usually at 6 inches or 5 1/2 inches.
For the 6 inch ones I cut the letters out usually at 5 1/2 inches to 5 inches.
It all just depends on which font I'm using for my banner on what size I cut them out at.
