To my knowledge there is no app. I have an Android phone and searched the Google Play store, and Cricut brought up a few hits, but they were mainly cartridge cataloging apps. So, I didn't need another list maker.
What I have done however (which is NOT designing) but I have the Kindle app on my phone and have downloaded all of my cartridge handbooks onto my phone ( and my Kindle Fire tablet too). But I really enjoy having those handbooks on my phone and tablet. I can browse through them when I have some down time - and I usually discover new ideas for the images.
I have 74 cartridge handbooks loaded on my phone and tablet. Then when a good idea comes to me I make a note of it on one of my apps that also supports drawing. Evernote is a great note taking/saving app, and there is a plug in called Skitch that goes along with it.

Thanks for the great idea, sewnmachine! I started adding handbook PDFs to my iphone last night, now I can flip through them anytime (I use iBooks for this). Again, thanks!!
