I am thinking about buying a Gypsy. Will I be able to design
on my Gypsy with carts I have linked on the E2 or can I only
design with carts that are loaded on the Gypsy? Thanks

Cartridges cannot be linked to the E2. You can design with any cartridge on your Gypsy, but you can only cut from cartridges that are linked to the Gypsy.

If you plan on using the Cricut Craft Room anytime in the future (online design program), you should link your cartridges to CCR first, then sync your Gypsy and all the carts will be linked to both... it does not work the other way 'round. (If carts are linked to the Gypsy first, they cannot be linked to CCR afterwards.)
If you do not plan on using CCR, then it is not an issue, but would hate for you to do it, and change your mind later.
