I updated my Gypsy and it uploaded Extreme Fonts but not Creative Cards. I get a message saying to update Gypsy but just did it. I decided to try to update it again but Gypsy sync says it is updated. So..... why can't I download my new cart? Is it too new?

That's exactly why. Creative Cards hasn't been added to the Gypsy library yet.
What build number is your Gypsy on now?
And what other recent carts have been added? Simple cards? Outdoor Man? (Although I think I remember reading that it has been added.)

I don't know what build number? I just downloaded extreme fonts which is pretty new but can't do creative cards. Guess I just figured it would be on the update if it is being sold. How do I find out the build number? What does it mean?

At the next screen in the bottom left corner you'll see the Version number and below that is the Build number. It will be something like (0227:0247) although the last number may be different. Each time PC release a content (cartridge) update for the Gypsy the last set of numbers change. Lately it is taking longer for the cartridge updates to be available.

Oh ok. Now it makes sense.
I just updated my Gypsy (took all of 5 minutes) and I'm on build 227:250
When I go to cut something, it says I need to update. That must be because the last couple of carts haven't been added yet. Outdoor man is there, but not Creative or Simple Cards.
