I don't think you can using just the stand alone machine. You can select height but the width will always adjust proportionately to the image design.
This can be done however in ccr, ds or if you have a gypsy. For CCR - You would just select the image and place on virtual mat and either before selecting the image or after but still active click on the little chain link looking thing that connects the w & h size box at the top of the ccr tool bar to unlock aspact ratio and enter in what ever height and width you want. If you dont unselect the link and then change either the W or H, the other will change in proportion based on the original image design.
I don't have a gypsy, I know it can be done but don't know how to direct you in the steps. Same with ds, it has been so long since I used ds.
