Having trouble getting layers to match up

I am new to using cricut craft room and fairly new to using the cricut all together. When I am trying to use CCR, I am having difficulty getting the layers of my project to be the same size. I don't know what I am doing wrong or what I need to do. I am trying to do a Winner the Pooh piece and it is only his body and jacket, I cannot get his jacket to cut the same size to fit the body. Please help! Im wasting so much paper trying to get it right!

you should be cutting the jacket at the same size that you cut his body.

Set the size you want in the Default Height box under the keypad. Then make sure you have Relative Size {the "Aa"} selected and not Real Size {where the uppercase "A" and the lowercase "a" are the same size}.
