I am new to the cricut world and just saw that you can buy lil cut out in the cricut shop and was wondering if anyone has done this and how does it work. I would love to have the dino valentines card they have for 1.99!!

Yes, you can buy those images or images. You will access them through Cricut Craft Room. CCR is a free design program you download from cricut.com {click on the Craft Room tab at the top}. When you buy the image, it is activated in your CCR account. You simply place the image on the screen and cut! This is one of the mailboxes from the digital images I made:  This a set of Bunny Cones that I made using the 3D party cones and Animal Kingdom:
