Hi. I'm new to Cricut and I'm wondering what I would need to be able to cut small ovals to a specific size. I would need to adjust width and height. Also would like to cut small squares and rectangles to specific sizes. The sizing has to be accurate. Is there a way to do this?

You will need to use either Cricut Craft Room (which is free) or Design Studio or a Gypsy to create shapes with a specific width and height. It can't be done on the Cricut by itself as the shapes width are cut in proportion to the height you set.
