I am new to Craft Room. I have two cricut machines,if I link a cartridge to one of my cricut machines, can I still use it in another machine I own?

Yes. Linking your carts through CCR links them to your Cricut.com account, not to a particular machine. They can be used with any Cricut machine, either through CCR or directly in the machine.
