I see in the rules of the contests that you don't have to buy the cartridge but when I try to follow the link to get images I get an error message? I really like the new Folk Art Festival cartridge that was just released. I plan on buying it, but would just like to know for the future? Thanks!

Well in order to cut images you have to own the cart, so id say you would need to purchase it. Maybe they mean you don't have to purchase it to design something CCR you just wouldnt be able to complete the project
