I have not tried to cut vellum with my mini but when I cut vellum on my E, I use an older mat that does have a lot of sticky on it but just enough for the vellum to stick but not sticky that it will be hard to pull off. on an older mat, I have also used masken tape on the corners of the vellum and mat and on the mid-sides to hold the paper down especially when there is not a lot of sticky left on the mat. This way my paper is released without crinkling my vellum. Slow your speed down and lower your pressure especially if you are cutting detailed images on vellum.
