The clock legs are made by wrapping small party hats tightly then covering them with gesso and tissue paper after bending the tip(top) to make feet. The dress is made by cutting off the top and making a fringe to fold over (and glue) over a small styrofoam cone (also with the top cut off). OhhhSnap attached the following image(s):
