I am from Massachusetts and for an online scrapbook group, I would suggest www.clubcreatingkeepsakes.com. It is free and they have lots of challenges and swaps.

Have you tried meetup.com? In my area, there is a group for scrapbookers.
You could also go to the Close to My Heart consultant locator and see if you have a consultant in your area. They frequently have clubs.
I go to Archiver's to work on my scrap stuff frequently and have met several people there.
